How to Obtain a Building Permit
(Do you really need a permit? See box below.)

NOTE: All new structure Building Applications, except Building Applications for property zoned R1, shall go before the Village Board for approval at the next regularly scheduled Board Meeting.

WHERE TO GET AN APPLICATION: From the Village Clerk or any Village Board Member.

The Village Clerk is available by appointment. (Call 815-975-1327). Please leave a detailed message if she does not answer. She will return your calls in a timely manner.)

The Clerk plans to keep open office hours at the Village's office in the Fire Station (104 West Street) for the convenience of Village residents on each Tuesday evening of the month, from 6 to 8 p.m. Before arriving at the office, please call first (815-975-1327).

WHAT IS REQUIRED: Please provide two (2) copies of your building plans. One copy will be returned to you when the Clerk issues your permit. One copy will be retained in the Village's files.

NEXT STEP, ZONING TRUSTEE: The Clerk will send your file to the Zoning Trustee, who will issue an Initial Zoning Certificate of Compliance if the file is in compliance with all Village Zoning Codes. The Zoning Trustee will determine the fee (based on a worksheet) and approve the permit by signing it, and then will return the file to the Clerk.

NEXT, PAY REQUIRED FEE: The Clerk will contact you when the Zoning Trustee has approved your permit, and will then notify you of the fee. When your fee has been paid by cash or check, the Clerk will sign your permit and give it to you.

Do You Really Need a Building Permit?

 No permit is required for "ordinary" home repairs & cosmetic updating.
No permit is required for roof repairs UNLESS roof sheeting is replaced.
No permit required for siding repair/replacement.
No permit required for landscaping (see JULIE requirements before digging.

NOTE: ALL repairs/maintenance MUST meet all local & state codes. It is the homeowner's responsibility to ensure that all applicable codes are enforced on their maintenance activity.

If you answer "YES" to any of the following questions, please apply for a permit or consult with the Zoning Trustee (Bob Garnhart) for further clarification.

Are you adding a structure to the property?
Will the square footage of the structure increase or decrease?
Will any load-bearing wall be modified or removed?
Will you be moving or altering existing standpipe, water supply, sewer, drainage, drain leader, gas supply, etc.?
Will you be moving existing wiring?
Will you increase your electrical supply?
Will your electrical additions exceed 80% of circuit load?
Are you building a fence?
Are you adding a swimming pool deeper than two feet?

Annexation forms

We want to thank you for considering an annexation agreement with the Village of Monroe Center. An annexation agreement will be a mutually beneficial tool for you, the property owner, and the Village.  Together we can exercise control of our future.  

Those who would like to pick up or return completed forms to annex with the Village of Monroe Center should do so during the office hours.  The current hours are on Thursday mornings at 8:30 - 9:30 a.m. or on Tuesday evenings from 6:00 - 7:00 p.m. at the Fire Station at 104 West. Street.
